Complete a sale

Administrators complete or finalize a sale to allow

1. issuers to withdraw their funds
2. and investors to claim the underlying token in the event there's a vesting schedule.

A sale can be completed by the admin only if

• the sale has met the soft cap and the sale is over
• OR the sale has met the hard cap

To complete a sale, go on the admin panel on the sales tabs and change click on "Finish sale"
